While there were 136 thousand people were in prisons in 2012, this figure has increased to 198 thousand in 2017. In 2012, 39 thousand persons were released on probation. According to May 2017 reports, more than 411 thousand persons were released on probation since the beginning of this year.
Under the State of Emergency rules, applied since the 15 July coup attempt, the number of people who were arrested exceeded the 12 September Military Coup. Following the September 12 Military Coup, 1 million were taken into custody, 100.000 were arrested, 1452 students were expelled from universities. Following the July 15 coup attempt, 130.000 public officers, including 4000 academic staff were fired and taken into custody.
AKP, who claimed democracy, freedom, and justice as their main goals when first established, is trying to shape the country with oppression. AKP is now prioritizing the construction of new prisons. Some of the prison construction projects started during 2013-2015 and according to the reports 175 of 250 prisons will be completed by the end of 2017. The reports say that once these new prisons are put into service, smaller prisons will be closed permenantly due to security issues.
Judicial Control Figures have been doubled
Acc. to 2016 May figures, total number of arrestees and convicts are around 198 K. In addition to this number there are 411 K people are released with probation.
The figures of arrestees and convicts show a significant increase since 2012.
In 2012, there were 136.621 persons in prisons , 31206 of which were convicts.
In 2013, there were 152.103 persons in prisons , 27868 of which were convicts.
In 2014, there were 156.666 persons in prisons , 22297 of which were convicts.
In 2015 when resolution talks ended, there were 175.446 persons in prisons , 25313 of which were convicts.
In 2016, there were 193.616 persons in prisons , 72558297 of which were convicts.
According to the changes made by criminal execution law, convicts who are in prison will be released if they had spent half of their sentence in jail. About 10.000 convicts were released from prisons to create space for new arrests.
Different probation methods include house arrest, one or two days per week, one day per 15 days and one day per month are actively applied in Turkey since 2012. This approach is predicting monitoring judicial control of persons on trial without arrest.
